NBN are pretty minimal on the information they are sharing with the public. If you check http://nbnco.com.au for your address in most cares it will show something like Prep work in the area.

So.. an update.Got through an hour or so of tech support with Telstra. Escalated to the broadband technical services team. Have been informed congestion is definitely not the issue. Port cleaned etc...

Higher speeds may be possible.However, as per your identical post on Whirlpool it appears that the service is currently on ADSL1 (not ADSL2+) which can impact on possible speeds.
