K I think I know the answer

check your modem on lime and  check 

if you modem says 

maxium line rate 1.12mbps up and down 16.8 mbps  

then this is where the mistake is

it should be 

maxium line rate 1.12mbps up and down 25.0 mbps  

as adsl=2 is 25 not 16
