Thanks for the thorough reply. I have, unfortunately, exhausted all troubleshooting processes on my network, and have had it confirmed by the visiting tech that it is congestion. Odd that it has become such an issue recently, I will try Telstra support during the peak time slow-down to see if they can shed any further light on the issue.
