service unusable due to congestion

I'm connected to the Galston exchange and just did a test at speedtest.telstra.com.

739ms latency. 1.46Mbps download. 0.50Mpbs upload. Jitter 161ms. Packet loss -1%.

My DSL sync rate is 11.82Mbps down and 0.94Mbps up.

I spoke with Telstra support on Saturday and my line has tested fine; as I knew it was.

Performance is fine during early hours but Telstra obviously has serious congestion issues during peak times. I've spoken with friends who are also connected to Galston exchange and they are suffering the same performance issues.

I tried to explain this to Telstra support but they denied any congestion in the network.

When is Telstra going to fix these congestions issues? It's become a major issue over the last month or so.
