That isn't good, once they do an unshape order it should be good for the rest of the month... unless they just did a top up, which would just double the data, but considering it isn't your fault and it sounds like they have acknowledged it then they should have no reason not to actually do a proper unshape order...

If you are still not having any luck getting it sorted, I would suggest raising the complaint to the CEOs office... I mean, if they are still going through the process of investigation and stuff, there might not be much more they can do to actually resolve it any faster, but his office might be able to ensure that temporary resolutions are put in place... such as a proper unshaping order... It might not help, but I think for the time it would take to submit the form, it is going to be worth the chance that they do actually get you some extra help...
