I honestly, as a fellow customer, have no more information then what is listed there...

Sometimes two issues can be together, so you might be having issues caused by a localised fault, however due to the national fault it would be hard for them to isolate the localised fault until the national one is resolved... or it could be that they thought they had it resolved but then had further complications on the same or similar issue.
