This is due to bandwidth allocation. 6-8pm is prime-time internet traffic time. For your street / unit building / whatever. The more people on at once, the slower it will become. It's not neceessarily the fault of you, or Telstra, but rather the demand of your street or unit vs how far away you are from the exchange.
That being said, 6Mbps is pretty abysmal speeds for Cable. If you're wanting to elevate the complaint again, make sure you notify them, that it's during peak bandwidth times. But is not anywhere near the bear minimum for what you pay for in the speed boost.
