ADSL isn't promoted as 20Mbps, it is listed as UP TO 20Mbps, it is actually almost impossible to get and sit at the theoretical max speed... it would require a practically perfect situation where you have the perfect line, are right next to the exchange and the exchange is perfectly balanced and all the stuff....
