There is definitely not an option for 1TB of 4G Mobile Broadband with Telstra. I'm fairly certain our largest Mobile Broadband plan is the Bigpond one which offers 25Gb of downloads. If you're looking for Mobile Broadband to be a replacement for your home internet, you're about one and a half decades too soon my friend.

You're unfortunately probably going to have to make do until the NBN roll through your area, and hope they hook up FTTP. Which as you said, if close to the CBD (though I wouldn't count 15km as an 'Inner-city suburb'), shouldn't be much longer until plans are made public.
