Packet loss and dropped download speeds. (Cable)

As the heading states, for the past few months (5 or so), I've been experiencing huge packet loss and on top of that my download speeds have dropped from what used to be around the 40-50mb/s even during peak times and it wouldn't drop at all

( http://www.speedtest.net/result/4681844524.png also dropped upload speeds from time to time otherwise it's the usual 2mb+ ). Note that I'm not the only one experiencing this in the house.

 

Now before anyone asks if I've tried to contact telstra about this, yes I have, multiple times, they kept giving me petty "fixes" that have not done a single thing just to obviously get rid of me. Being told that they would call us back in a few days and not getting a single call after almost a month every time hasn't helped much either, every time I would have to go through the exact same process just to get back to where I was beforehand where they were investigating the problem. I was also told that a tech would come out several times yet no one has arrived.

 

Ever since the dropout in my area a few days ago (QLD 4207) the packet loss has changed from 10.30pm to 10.30am in the morning and last for about 12 hours so the only time the internet is really usable is from 10.30pm to 10.30am and that's just not acceptable at all.

 

Any help whatsoever would be very appreciated as we would both like this to be fixed.
If anything is needed to help you. help me I'll be more than happy to get what is needed.
