Unfortunately congestion happens in many areas 
Once congestion has been identified and confirmed planning starts for the repair. Upgrading exchanges is a fairly lengthy process, but you can check out our upgrade list here: http://telstrawholesale.com.au/products/broadband/adsl/adsl-reports-plans/index.htm (under DSLAM Backhaul Relief). This might give you an idea on an ETR for the fix.
