I agree with Adrian. Give tech support a call.

First thing to do is make sure you haven't gone from TPG equipment to Telstra equipment. It may be that you've gone from an ADSL2+ TPG port to an ADSL1 Telstra port.

The other possibility is 'Dynamic Line Management'. If the systems detects multiple dropouts, disconnections (such as turning modem off/on) in a certain period of time it will intentionally slow the sync rate in an effort to provide a more stable service.
