Hi there, well this would depend on the type of Broadband access that is actually available at the location.
You could use the following link to ascertain what type of broadband/Internet options would be available at the address: https://www.telstra.com.au/broadband/home-broadband
Once you have done that, you can the start to move forward, however if we are talking ADSL or cable, a telephone service (active) is required to allow for a broadband connection.

I'd also add, NBN if available is a total different story again.
