It really depends on what the issue causing the slow speeds are at the moment... if you are experiencing a modem issue then yes, if you are experiencing a congestion issue, or a line issue then it is quite possible it might not make a difference at all...

Does it slow down during certain times of the day?
or is it more random?

Have you tried troubleshooting the service:

That is the online troubleshooting and will check for issues with the service.
