It would depend on the exact reason.
If it was solely a port issue, they might have been able to obtain a port which you haven't...
if it is the copper, you could be on a 'Pair Gain System' which is incapable of handling the ADSL connection, in which case it would completely depend on the details of the PGS as to if it could be resolved at all.
if it is distance from the exchange, then there isn't really much that can be done, because the only resolution would be a new TopHat (a form of RIM or sub exchange sort equipment), and the NBN has made building them not really viable and unlikely.
Did they tell you outright that it was not possible or did they submit an order and get back to you after a couple of days?
